Should Fundamental Physics Play a Privileged Role in Naturalistic Accounts of Causation?

In this paper, I argue that the primary test for a naturalistic account of causation should be its ability to account for its role in explanation, prediction, and control in the special sciences. I contrast this with accounts that seek to find causation within the ontology of fundamental physics, and in particular with that of Ney (2009). I claim that this emphasis on fundamentality obscures the relationship between difference-making and physics-based accounts of causation, and leads one to neglect important questions about how the world must be to license causal representations.
